Nigeria?s president declares state of emergency after Christmas attacks

The move came in response to dozens of attacks blamed on Boko Haram, an Islamist group that claims ties to al-Qaeda, most recently a wave of bombings over Christmas that killed nearly 50 people.

The state of emergency will apply to the states of Plateau, Niger, Yobe and parts of Borno, where Boko Haram traditionally has its base, President Goodluck Jonathan said.

Security forces will have more powers to seal off international border crossings and conduct searches and arrests under the new decree.

Passers-by rescue children from icy Utah river (AP)

SALT LAKE CITY ? Former police officer Chris Willden didn't hesitate when he realized children were trapped in an upside down car in an icy Utah river. He pulled his handgun, pushed it up against the submerged windows and shot out the glass.

Then he reached inside.

"I was trying to grab arms, but I couldn't feel anything," Willden said. "I'm thinking ... `What are we going to do?'"

He turned to see up to eight other passers-by had scrambled down the 10-foot embankment to help after coming upon the accident along U.S. 89 in Logan Canyon on Saturday afternoon.

The driver, Roger Andersen, 46, of Logan, had lost control of the car as he tried to brake while heading northbound in slippery conditions. Andersen was able to free himself, but his 9-year-old daughter and 4-year-old son were trapped along with a second 9-year-old girl.

Highway Patrol Lt. Steve Winward said that after shooting out a window, the rescuers helped turn the Honda Accord upright in the Logan River and rescue all three trapped children.

"(The driver) was panicked, doing everything he could to get in through the doors, but they wouldn't budge," said Willden, who had jumped into the water with his own father.

"I remember thinking to myself, `You're going to see some dead kids, get ready.' I've got three of my own and it was going to be (an awful) start to the New Year."

Willden said he tried unsuccessfully to open windows and doors. He then used his firearm just as he had done in training for his current job as a bodyguard and Department of Defense contractor.

One of the girls had found an air pocket and was breathing fine but was trapped in her seat belt. Willden cut it with a pocket knife and pulled her from the rear passenger window.

He said the other two children were lifeless, the boy upside down in his car seat and the second girl floating in the front passenger compartment.

Buzzy Mullahkel, of North Logan, told the Deseret News of Salt Lake City that the boy wasn't breathing and didn't have a pulse but was revived when another passer-by performed CPR.

"Emotions started taking over when he started to breathe. Everybody started to cheer. Lots of tears and clapping," said Mullahkel, a father of a 4-year-old.

Willden, 35 of Ogden, was wrapping up his bleeding forearms cut by the broken window when he heard cheers.

"That was awesome," he said. "I knew that's where the little boy was."

He would later learn both the boy and his sister, who were flown by air ambulance to Primary Children's Medical Center in Salt Lake City, had survived.

Bonnie Midget, a hospital spokeswoman, said Sunday both were taken out of intensive care Sunday but still in the hospital, listed in fair condition as they recover from hypothermia.

Winward said the father and the second girl escaped injury.

Mullahkel said the scene reminded him of another heroic rescue in Logan earlier this year. In that case, bystanders lifted a burning car off an injured motorcyclist and pulled him to safety. The motorcyclist survived and is recovering from his injuries.

"It was eerily similar," Mullahkel told the Deseret News. "Those men in the river just even now blow my mind. Look at these gentlemen, these men in this river in the middle of winter."

Willden said simply there was a mission to be accomplished.

He noted that both he and his father are former military/civilian police officers, while his sister and mother are emergency medical technicians.

"It's in our family to go out and help others," he said.

Gunman arrested at a wedding

Hardial Singh is arrested on suspicion of assault with a deadly weapon. Police said he fired a single shot from a handgun following an argument at a wedding. No injuries were reported.

BAKERSFIELD, Calif. --?A man is arrested, accused of firing a gun at a wedding following an argument.

Police were called to a report of shots fired at the Gurdwara Sikh Temple Saturday afternoon. Investigators determined that a man had been shot at and the alleged shooter was inside the temple.

The incident happened as a wedding crowd of approximately 150 people?was being dismissed.

Police said 34-year-old Hardial Singh got into an argument with the victim inside the temple. The argument moved outside and Singh fired a single shot at the ground near the victim's feet. No injuries were reported.

Singh was arrested on suspicion of assault with a deadly weapon. Police said Singh had a .380 caliber handgun in his waistband.

Nigeria's president vows to 'crush terrorists'

ABUJA - President Goodluck Jonathan vowed on Saturday to "crush the terrorists" who set off a series of bombs across Nigeria on Christmas Day, while he visited a church in which one bomb killed at least 37 people.

The blasts last Sunday, including three aimed at churches, raised fears that Boko Haram, a movement styled on the Taliban whose name means "Western education is forbidden," is trying to ignite sectarian strife in Nigeria, Africa's most populous nation and top oil producer.

The deadliest attack struck St. Theresa's Catholic church in Madalla, on the edge of the capital, Abuja, killing 37 people and wounding 57, according to the latest toll.

A spokesman for the emergency services said the country was on high alert, with an expanded security presence, for New Year.

During a brief visit to the church, amid tight security by dozens of armed soldiers, Jonathan offered condolences to relatives of the victims, many of them weeping after a vigil.

"We assure Nigerians that we will protect them. We have taken some steps which I'm going to announce tonight," he said. "We will crush the terrorists. If there are institutions ... which are harbouring terrorists, we will deal with them."

Traces of the devastation were still clear, with the church windows shattered and glass on the ground.

Jonathan, criticized for what was seen as a slow response to the bombings, stepped up his rhetoric on Friday night with a statement saying "the government will fight Boko Haram, the group of evil-minded people who want to cause anarchy, to the end."

"FULL ALERT"

National Emergency Management Agency (NEMA) spokesman Yushua Shuaib said authorities were on "full alert."

"We are hopeful there won't be any untoward development. The government has put security throughout the federation, including near the flashpoints. We are optimistic, but we are fully mobilised," he told Reuters.

The government held an emergency meeting with security officials on Thursday and is also looking at using other channels to stop the conflict, which started as a local northern problem but is fast destabilising the whole country.

National Security Adviser General Owoye Andrew Azazi told Reuters the security services were considering making contact with moderate members of Boko Haram via "back channels," even though explicit talks are officially ruled out.

In the volatile central Nigerian city of Jos, which was also bombed at Christmas, two dozen armoured personnel carriers were patrolling the streets to tighten up security ahead of New Year celebrations it is feared could be targeted.

A Reuters cameraman saw more than twenty armoured personnel carriers patrolling the streets of Jos, with military checkpoints everywhere.

The commissioner of police for Plateau state, Dipo Ayeni, told Reuters: "We have obtained this tactic of a show of force so that we can celebrate the New Year without any hindrance, and so there should be no cause for panic."

The bombings by the northern-based movement have strained Nigeria's already fractious north-south divide.

"The events that caused Nigeria's civil war are repeating themselves," said Uche Udemezue, an Igbo housewife in the southeast, referring to the secessionist war of her people against northern rulers in which more than a million people were killed in the late 1960s.

"The north should know nobody has a monopoly on violence."

Attacks in and around the capital - including one on the U.N. headquarters in August that killed at least 24 people - suggest Boko Haram is trying to raise its profile and spread out from its heartland in the northeast.
